Bad fps lagg and cant lower graphics!

Ok so basically when i play NW my fps is really bad like 15 and but i dont lagg on warband. The thing is when i lower my graphics it doesnt even change? i put everything on lowest but its still like highest graphics. And when i change to Direct X 7 and put the settings on low the settings actually look bad and i run better but then ... it always crashes on directx7. Help please what should i do?! Thanks :) And also , if i sometimes like look down on the ground i get 30 fps but only when i stare at the ground.

I get this too.  Someone else with a similar rig to mine has reported good FPS on 200 player servers, the difference being he had 6 gb of ram whereas I have 3.

Does that really make that much of a difference?  The FPS for me is pretty much unplayable at 160+ players.

Specs:
Intel Core 2 Duo E8500 3.16Ghz
Radeon HD 4890 1gb
3gb DDR2 800 RAM

MaHuD:
3 ram is not much nowadays. Most people have atleast 4 afaik.
And I would lower grass details and lower tree degrade distance.

Although I'm not sure how it would work with a less powerful system, Game Booster has always helped me play games in higher quality with my ol' labored and worn laptop. Might want to check it out since its free:
