But they need the next version of WSE to be released before they can release the new Deluge version due to warband having that 1.153 patch... Correct?

Pretty much yeah.
But they might as well release another portable version under current WSE for WB 1.143. But it will lack most of major features... :|

Downloaded the server files but I keep getting errors about mb_warband.exe. Do I need to have the game installed on my server computer? Is there a guide for the server setup?

North American Server is now available, you need the Warband 1.143 dedicated .exe file to run a Deluge server.
