Upgrading Troops

Has anyone got a pointer on how to do this, I tried making Pioneers with tools in my inventory but it just said I had no tools.

you must have all items you wish to upgrade your troops with in your BAGGAGE, not you INVENTORY. Do this by CAMPING and clicking BAGGAGE, then put the items you want stored in said place, THEN you will be able to upgrade...

Ok, his is odd. I have 4 Mosin Narget Carbines in my baggage, and four bullet packs as well as four horses, because they are Carbines. I have checked that the bullet packs are rifle rounds with my own character, and my Carbine accepts the bullets. But, it says I can't upgrade Riflemen or Mounted Riflemen, which is irritating.
