Human laws do not consider humans or their babies as animals.
Problem with that, though, is that China has never been operated by humans. It's been operated by animals. Mao Zedong spread Marxism to his people and wanted to overthrow his government. His first response after defeating the corruption he fought against was to form a totalitarian dictatorship, and starve seventy million people to death.
If the people in China were to do this, it's a crime. If our glorious overlord the infallible Supreme Leader does this, then blessed be he who knows better than us, for it is no crime.
What I meant is that because of all the human rights abuse and in this case babies being used as a resource for fake impotence drugs it's not really a mystery why animals are treated like shit in China.

Most animals farmed globally are seriously abused (including fish).
Including humans, too, apparently. Nothing like some highly processed free range baby meat anti-impotence drugs.
