Light Infantry has more shooting skill than Rifleman

The usual footguard has 130 points in crossbow, which means muskets in our way
The usual rifleman has 150 points in crossbow and then : the british 51st regiment light infantry has 170 (!!) points in crossbow

Why is a light infantry ranker a better shooter than a rifleman please ?

To be honest, those rifles seem to be just as random as the muskets, whilst requiring twice as long to reload. The cross-hair is smaller, and that is supposed to mean less variance in shot direction once it leaves the barrel, but I often observe my shots behaving exactly as you would expect from a smooth-bore. Very odd, considering historical accounts depict the exact opposite, but there you go.

Both the rifleman and the light infantry has 206 in shooting skill.

The stats you posted only apply to commander battle troops, and there it is for balance purposes. Bots tend to be quite good shooters overall, especially with a rifle.

It wad the devs' choice to make the British rifleman crossbow stats better than others, as the devs thought the British to have the best infantry, which is pretty historically accurate. Other factions have strengths in different areas, like the Prussian cav.
