Well this has been talked about a lot. Basically the Dev's don't have the manpower to make new factions. It is very hard to find enough historical stuff. Also, most proposed factions (wents, Slavs etc.) are not that different from the existing ones.

I think Moeck and Bara decided to fix stuff first, and maybe work on other factions much later on.

I think the game has already enough factions, actually it seems pretty finished as a mod to me. What it needs is events and glorious battles.
