Both of those I mentioned were advanced in Technology and both were cultural.

Mongols, seriously? They were certainly not it.

First, Strongest? Only in Numbers. Their nation was so strong that after Genghis' death, the empire quickly declined. So basically it was strong only while united by that man.

Civilized? Yes, if a bunch of nomad tribes that unite are considered civilized, okay.

I'm thinking in Moors or Roman Empire.

just think about it in the 7th-13th centuries  the arabs had the strongest military leaders just like khalid ebn al-waled and saladin and and khair al den barbarosa and saif al den kotos and had the most genies scientists and  medices like ebn al haythem , al zahrawe, mariam al estrlaby , and abas ebn fernas the first man who tried to fly before the right brothers but hes back got broken because he forgot the tall very good for landing if not believing me go to Google and search for the islamic civilization history and the islamic culture in meddle east and spain

Genghis died in 1227, and the Empire continued to grow in the years following that.

Considering the civilized part. By the standards set in the day, I'd argue that yes, the Mongol Empire was civilized.

I am not sure what you call a civilization after all romans took over the known world (minus the scotts hence fabien's wall) there for it can be argued that ROME was the greatest civilization. but how do you define civilization. if you define civilization. as had land that was considered a conqureable country, had a standing army, collected taxes, worked with other countries, faught and won/lost wars. and existed for a long time.

then the true ans to this would be the catholic church. they had all of this, they controled the mass of peasents there for covertly controling MANY other countries including the holy roman empire. they controled the nobles of these territories as well so many of these countries beleived to be their own free countries but secretly bowed down to the church. as for armies they basicly got other countries to do their fighting for them main enemy being france (see machiavellii and "the family" by mario puzo (the latter is a historical fiction but he did massive research on this group of people) but they were the ones who controled the armies. also they had one of the maybe not most reconized but one of the greatest generals of the time who was rocongized by many historians as such cesar borjia (bad spelling) son of one of the most corrupt pope's of the time pope alexander IX (i think thats right) their land was considered both holy and extremely valuable and thus saught after. on which the money given was tax as well as they received money from church goers during mass (remember at least in early america that it was a requirement not by law but by the mob mentality to be at church more than 2 times a week. and you were required to GIVE money by the same people who forced you to go to church. so I can only bet that to be a non sinner you had to do rought the same things at that time maybe more)

and not only did they secretly control the known world they existed far longer than the roman empire did

A bunch of Nomads who basically said "hey, this guys is a slave to my tribe, but he killed alot of enemies, can he get a promotion?"
A merit system was a pretty much world-changing system at that time, where in Europe Pope is still trying to ban Crossbows because they can kill Knights.
A bunch of Nomads who asked for tributes, not only in golds but in form of "skilled workers & artists" from subjected countries.
