Why not?

Also, Carthage can be reborn as something better considering Hannibal is LEADING it.

Not to mention the Maggots ensured they got good leaders by a sort of, survival of the fittest regime. Whoever managed to claim power in the set "elections" or regulated battles for government supremacy won power.

And if the great Overlord were to involve himself in those elections, there would be no contest. They'd just automatically say, as soon as His Majesty steps onto the field, "Overlord Payne has won" and then the Maggots would be properly ruled from then on, "secretly" tributing everything worthwhile (not much, sadly) to the Glorious High State of Paynia.
