Wait then how do you make cohorns! I can make magazine packs -melee weapons. I think that the third or fourth upgrade on the armory and yet it still doesn't say cohorn or machinegun

You need a town and fourth upgrade called ordance factory,check the FAQ.

you need to garrison more officers for public order

I think the most effective way to get everything up is just garrison more prisoner of war.
that will make the villagers to like you more so you can set up curfews
