Not at all, you dunce.

Just use your personal army/mercenaries in prolonged wars. You get rid of the penalty by disbanding your vassals levies/ships and waiting a bit.

I want to see the world erupt with men poking each other every 100 years or so due to a bad Kaiser in the HRE.

I'm hoping it would be possible to create a plot decision that allows the AI to revolt more effectively.

My HRE in my Ireland game is unstable as hell! The emporor is the WORST you could ever imagine... 'Imbecile, misguided worrior, wroth, slothful....' and then 0 stawardship skill on his own xD The empire's skill is only 23! Bavaria have rebelled, and many other smaller states.

Its sadly still not completly desolved... Brandenburg and the other major germanic states are still in the empire, but I dont think it will be long before it breaks apart.

AI should be scripted is such a way that those that want to become independent from the empire, should look to go to war at the same time. That way, the Emperor can't just beat them down one by one.
