Rewarding fiefs to vassals who already have fiefs

I want to give a fief that I decided to hold off on rewarding when I conquered it to a vassal that already has a fief. When I go to "I want to ask you something" all it says is something about exchanging fiefs. How can I give the vassal another fief?

At some point we're going to have to introduce "Lord Expository" who explains all the features and automatically shows up in court.
