In my experience yes, this is the fastest way to make money and level up, hunt down forest bandits, ransom them and sell their gear. Also recruit any manhunters you have freed to increase the unconscious rather than killed number.

Be careful though because if you have to fight higher tier troops your manhunters wont come out well.
