I'm planning to do a small guide on how to make banners, don't know when. I'll do it when I have time. I'm working on 5 mods at the moment

There is going to be much more flags in the next version, so please, be patient, and I hope that I will finish the bannersa.dds soon and continue to bannersb.

Yes, the Finnish flag resembles a lot the 1140 Portuguese flag

is there a modern flag with crossed axes? Or was that just left over?

Only 12 of them are modern flags. The others are just the original Native banners.
