Question: Game NPC's as bots in MP?

So, my friends and I played this game LAN a few years ago and just recently decided to get back into playing it again. I always host our LAN parties and games we play online.

But anyways, there was a mod or program or something that allowed me to select a bot and host a game with them assigned to a team, while we played as normal players on another team. What we did was fight a bunch of women in dresses with butcher knives that screamed constantly, and we want to do it again.

Is there a such mod, program, tool or something that does this other than the standard game/module editing program?

Or am I just not looking in the right places?
