What does pressing "t", "Huzzah! You encourage your nearby troops", do?

Is this just a role-playing feature or does it actually do something practical, like increasing combat skills?
 
So it's really only important, when playing on "Normal" settings? Otherwise you can pretty much wipe the map at a 1:10 ratio.

You sure they will cheer even in the middle of the fight and in front of the enemy?
