Help with vampirism

So I got all that I need to turn into a vampire or a werewolf, neither of them worked.
My character just kept saying "I must decline..."

Can anyone help please?

Do you have Strength 12, Agility 24, Vampire Blood, and "High Priest" Necromancy Rank? If so, speak to the Bloodfountain about Solar Porphyria, and you should have the option to become a Vampire.

And if you have Strength 24, Agility 12, Werewolf Blood, and "High Priest" Necromancy Rank, speak to the Bloodfountain about Lunar Lycanthropy, and you should have the option to become a Werewolf.
