Court Staff Issues

So, I've created my own Kingdom by conquering the Isle of Man, without being a lord of any faction prior and starting as lowborn, and I hired the Constable and Financial staff member (the name escapes me), but I am unable to hire the third Staff member, the one where you can change culture with etc. I've waited for several days in-game and I have not been given the option to hire him.
Its a bit annoying that I'm playing as an Irish kingdom yet my kingdom is culturally Jute, as well as the other options I'm unable to use.

Is there a fix for this?

So, either nobody has ever run into this problem/doesn't know how to fix it?

I amnt sure what issue you have. Kingdom management should work well. Game should offer u options to hire personal conform time advance.
