Can't build regional manor?

Does the village have to have a certain prosperity level first? I have made the regional manor once before but then was when I started out as a lord and it was the first thing I built. Am I missing something this time around?

You sure your village doesn't already have one? Scout around the area to make sure.

This always boggled my mind, why can't manors and your own castle be visible on the map? why do they need to appear only when you scout?

Either that or it needs to be explicitly indicated that you have one.
