Giving bandwidth priority to browsers?

I was wondering. How do you give bandwidth priority to browsers so that Windows automatically cuts down the bandwidth usage of other programs to a preset limit giving the browser high bandwidth so that we can surf the web with speed? As soon as a web site is done loading, bandwidth usage for other programs should be set to normal giving them maximum bandwidth. (for example utorrent or downthemall plugin for firefox).  I don't mind paid programs but doing something like this for free and preferably with a minimalist program or even a setting in Windows or my modem would be nice.
 
There is no way that I know of to set this in windows or browsers. If you are torrenting, I know that you can limit used bandwidth in the settings of most clients. If you are downloading using a browser, there may be addons that throttle download speed. FTP clients probably have similar bandwidth settings as torrent clients.
