how did you make NPCs attackable in towns?

My English is poor,i cannot make sure if you can understand me.

when i read the code of warband,i found two parts about it in mission templates.py
The first one is when you get attack by the drunk man, it will start a battle.
In sript.py its write like that "(set_party_battle_mode),"
In the battle ,you can't harm you friendly troops unless using range weapen .And as its set,NPCs are friendly.
so here comes another  part,which is "no shooting in the room" makes you impossible to harm them.
Some part of this code cannot change in warband cause is hardcore,which you can see in the code's note.
maybe you can set NPC's to different team,then "(set_party_battle_mode),",see what happen.
