All nations have got two (slightly) different banners. The last 21 banners are supposed to be the team captains' banners, but feel free to use them however you want. It's up to the captain to decide whether or not he wants a banner for himself.
I haven't tested all of them in-game, but I assume (hope) that they look decent on all types of shields. Some of the changes made to the captains' banners aren't that noticeable, and it might be a bit difficult to spot the differences on a shield (especially on the round shields with large bosses that cover a lot of the banner) but the point was to make it possible to see who's the captain and who's not by looking at the banner icon above your teammates' heads.
